Task On Running Unions -
Role Of The State

By V.Krishnamurthy

Bruker, TU leader of National Socialist Party said ‘we do not recognize that trade union leaders must come from the same trade as the workers. The chairman of a trade union can, for example, be a doctor. Wage negotiations with employers will not exist in future. Wage contracts! no ! Wage schedules! yes. In future state will regulate wages and prices.’

Der Fuerhrer – Hitler’s Rise to power

Somewhere in 1930 fascist leaders who were nominated as leader of German trade union movement spoke about unions under NAZI regime.

Present environment in India is reflecting the spirit drawn from the fascist ideals. Some ardent believers are for honest implementation. So, State, an oppressive power is slowly erasing the rights of trade union. The freedom expression to voice against corporates is being slowly chocked. Judiciary is speaking Liberalisation of economy and curbing of labour rights. Most of the Unions have lost the right to demonstrate and protest peacefully at the gates of the factory or office by Court intervention. Judiciary interferes with Bandh calls or protest march. Right to condemn anti labour judgments are being silenced by Contempt of Courts. Now a days governments say that masses have limited right to protest, in certain allotted time slot at allotted location. Police takes law into hand . Protesters can have a photo finish of our programmes at a street corner and if TV or paper media are free and have space will publish. But if Iswarya Rai marriage proposal again fractures or Dalmia Vs Ganguli controversy breaks up then 100000 workers protest will find no space to publish.

In special Economic Zone labour laws are in-operative. Are those labourers not Indian with same constitutional rights? Software companies, BPOs & call centres are scheduled under Shop and Establishment Act. They are told that they have no right to form union. If labour inspector enters in any establishment he will loose his job or will be posted to Belgam border. Labour commissioners are responsible to keep labour department out of BPOs and Call centres..

Now, City shall be clean hence no poster campaign is permitted. Mahanagara Palika of Suvarna Bangalore has advertised “DELUGE OF CUT OUT! BANNERS! POSTERS! IS THERE NO LIMIT TO TOLERENCE OF CITIZENS? ILLEGAL. PUBLICITY MATERIALS HAVING BEEN DEFACING CITY AESTHETICS. THIS IS THE FASTEST GROWING METRO POLIS HAS BECOME A GLOBAL DESTINATION.” The Ad. is Signed by Commissioner, Worshipful Mayor: Worshipful Mayor is unhappy. So no posters: Publics are blacked out even if thousands march protesting against any social injustice and atrocities. Maximum protest now permitted is to organize the socially conscious rich and elites to light Candles before Mahathma Gandhi statue and take photographs. No foot path venders, no street vendors, Metros and Foodworld will serve: Soon no slum dwellers, we need the space, to house corporates and their CEOs. No ugly looking chapraises every thing E.Commerced and done through nets: No need for garbage collectors -machines will do that job.

So no protest and no stone throwing because all are Belgium Glass sheeted mansions. News magazine are the voice of the people, either shall make a holy statement or shall publish corporate versions in any labour disputes. When Union take procession, the police will permit us to march in the deserted lanes. Public parks or grounds where workers used to organize now corporations do build their structure or police refuse permission to hold protest meet in the name of law and order. Again big corporates now good friends of Police . Several lakhs are spent to renovate Police stations. Corporate ad. Board will be larger than police station board. So police stations are privatized and inside men are deemed to be public servants. In a struggle whose side will the police? With protesting workers or with Patron corporates? Govts are democratically elected but dictatorship tendencies are slowly emanating from all Vidan Soudhas.

It is unwise to tell that we can discuss with state to stop these enslaving acts of govt.. In 1830 a write up by Mr. Proudhan, an anarchist ideologue and a petty bourgeoisie appeared. It was titled as ` philosophy of poverty’. He wrote ‘without slavery no cotton, without cotton no modern industry. It is slavery which has made colonies valuable the colonies created world trade. Thus before the traffic in Negros begin, the colonies supplied the old world with a few products and made no visible change on the face of the earth. Slavery is therefore an economic category of the highest importance. We have lot of believers in this country. We speak of cheap labour, importance of unorganized workers, contract labours and invariably bonded labour system is continuing in one form or another. Our Honourble Prime minister speaks the same theme in gentle voice. He calls it Labour Reform. Our labour rights we got many during the British rule and at the dawn of independence. Now these Laws are assuring the minimum human rights. Corporates say they are not tolerable: Government echoes their sentiment. A democratized slave market, the MNCs and Foreign Capital- now wants. So, labour reforms are prime agenda of the believers of Proudhan. labour on contract, abolition minimum wage act, closure without any hassle, no unionization , no right to strike, no right to employment or regularization, dispensing with labour relations- are the future vision of the corporates India .

EARLIER AGAINST COLONISATION WE FOUGHT, WE CELEBRATE SIXTIETH YEAR OF FREEDOM. TO DAY RULERS PRAYING THE OLD COLONIAL MASTERS TO TAKE OVER OUR SOVERIGNITY . Shall we have to be silent WE WILL SPEAK AGAIN…
