What We Want From Our Members Of Legislatures

By Dr. Vivek Kumar Srivastava

It is a very difficult task to build the institutions but it is easier to dissolve these. Perhaps same is taking place in the country in present time where sanctity of the institutions like legislatures both at centre and in the states is exhibiting a serious decline. This decline is taking place in continuous manner..

The recent pepper case in parliament reminds an archaic story where to save from any unacceptable things such tactics were used but parliament represents the place where different walks of people come and deliberate with different point of view on the issues confronting the nation. They may have many differences on many things but they have one common understanding that they are here to maintain and make progress the nation, not to break and lower its image .The scene though reflects something else.
Uttar Pradesh and Jammu and Kashmir legislative assemblies too did not show high standard of democratic morality. They have not passed any good message. All if analyzed in cumulative manner show that Indian legislatures have been showing decline in their esteem. The way the members acted in UP was really not in the tradition of the parliamentary democracy or in the great democratic values as enshrined in the constitution or as practiced by our great men during the freedom struggle. The scene in J & K too was not too different, when indiscipline becomes the behavioural pattern of the law makers , how can we expect that rest of the country should behave in the normal manner.

We lose our moral force and disruptive forces start imposing their thoughts among the tender hearts that these institutions have lost their worth and value in the present scenario.

This is a grave threat to the democracy, hence we need to understand that nation building starts from the political elites and by the great institutions of the parliamentary democracy. Hence it is need of the hour that all those who are inside of the legislature must understand their duties and discharge these according to the law and with full responsibilities other wise the country is destined to be drifted in a zone of the problem.

We must impress upon the people at large that it is democratic political system of the country which is the only solution to redress the problems of the people. The parliamentarians must know that they decide the course of law of the nation, if they violate these then no other forces can keep the nation unified. The political socialization must be of the highest order.

Moreover we must also understand that we are in the initial phase of the political modernization where institutional building is very important to take place. These institutions will lose their worth if they are not modernized in the sense that these can not resolve the problems of the people in a highly efficient and satisfying manner. Nation building can not take place without the proper functioning of these institutions.

Therefore it is high time that members of the legislatures should enjoy not only the privileges but also should think with deep sense of responsibility in a pensive mood and reflect upon those actions which are not good for the country.

India has the largest number of youths and we can not satisfy their queries if they start asking on the decline of the political behaviour. The country is faced with many of the political and other problems hence the role of these members become more important and crucial in the present time.

Therefore we all Indian citizens request to these members that they should give us a power to face the odds and not make us weak so that we are failed to make understand our younger ones and country as a whole the right things . Hope all concerned will understand the gravity of the situation.
