SO WHAT DO WE DO ABOUT THIS PROBLEM? … I’ll tell you: We fight like all get out to serve these compromised individuals. We fight to get them health-care and needed drugs. We fight to get them placed under medical care and in psychiatric facilities. We provide crisis intervention hotlines by phone to give support 24/7 — seven days a week and twenty-four hours a day.
We get up like a relative of mine and testify before USA Congress, Brookings Institute, universities and on NPR (National Public Radio) about the problem as has this relative of mine, who does not believe that these mentally ill people deserve to live in the streets, nor in prisons. And we fight like all get-up in criminal cases involving abuse of the mentally ill.
We in the USA have distribution centers for free, no charge gently used clothes, bedding, household furniture and household items. We have Habitat for Humanity:

If people don’t like the way that a system works, then they need to get up and start homeless shelters, start food banks, start soup kitchens, start mental health clinics, go to court to advocate for humane just treatment of the mentally ill, and need in other ways serve the downtrodden and compromised others in our societies,
Heck, we even have homeless shelters for reformed prisoners so that they do not fall back through the cracks into a life of crime. How less expensive this is than to house them in prisons as repeat offenders:

So you can’t fix ALL of the problems for everyone, but if you help even just one person, isn’t that worthwhile? If you don’t think it is, then just ask the single person that you strove to help.
The only way to go forward is to continue to resist the status quo. There is no guarantee of a good outcome with such a contrary direction as others can pose, but it IS the only way to foist change. …

I just don’t understand it. I am clueless. … Why aren’t people starting up food banks in locations without enough food? Why aren’t people acting like Garda Ghista or Janet Ward, who started our central MA foodbank on a paltry sum of money and after which she received a salary for her efforts?
Do you need a job? Do you need an income? Then duplicate Janet Ward and start a big movement to create positive change in your society.
