The police atrocities on agitating unemployed
workers of Honda Scooter corporation of Gurgaon and its later developments
should not seen as isolated incidence as various politicians and newspaper
edits are trying to make us believe.The incident is just the tip of
the iceberg of the new world 'order' and its overall impact to the common
masses.
We have come across
some new terms coined during past decades like Free trade, FDI, National
Security to name a few. These are not just terms but a sort of tools
through which a continuous effort is carried out globally through different
state apparatus to change the course of history .
The rules are simple,
the message is straight, that is , 'Either you are with us[read free
market] or you are with the enemy', and now the word enemy has been
replaced with the word terrorist.In other words it is the war of civilisations.
History says that
when it is war , every thing is not only possible but allowed as well.
On last Mondays incident, Indian Industry has observed that Labour laws
has to be more flexible, because according to them it is the Labour
laws that is the root cause of the problem, and it is nothing very new
or original observations so far. As a matter of fact Indian industry
is echoing the demands of New global order, as for them,a number of
laws existed till date are obsolete and they should be changed.
A new law has come
to its existence . According to this, every one is not equal before
the law,how the law will take it's course on a person depends on the
side of fence he or she is standing, one can land into Abu Graib, Guatanamo
bay, a local lock up or simply or before an enquiry commission.
For example the recent incidence of Gurgaon, where on Monday 25th'05
of July, some 3,000 workers of Honda Motorcycles and Scooters India
Ltd began protesting a lockout of their factory and the dismissal of
some colleagues , in Gurgaon town of Hariyana province.
The workers took
out a procession through the streets. Police then indiscriminately rained
baton blows on workers leading to pitched battles left seven hundred
people severely injured, of them, some hundreds were admitted to the
hospitals of Gurgaon and in nearby towns like Rewari and Sohna.
Police said 29
people were injured and 60 were arrested and charged with rioting and
preventing public servants from doing their duty.
Authorities said
the number is close to 100 and about half had to be hospitalised. Media
reports said between several hundred and more than 1,000 workers were
hurt.
On the same day,
after the killing of three innocent Kashmiri youths and injury to another
in Kupwara by army personale in an ambush in north Kashmir, army expressed
regret over the incident and said an inquiry has been ordered into it.
On February 19,2003
Antony government of Kerala province unleashed police terror on the
Tribal agitators at the Muthanga forests .Officially it left one policeman
and "only" one tribal killed, about 300 tribals arrested and
imprisoned, and scores of others admitted to the hospital.
Technically speaking
one can say that in each and every case both the sides [the state and
the agitators] processed arms with them.In this respect both should
face equal treatment before the law but contrary to that, the attitude
or immediate response of the Judiciary is very much indifferent towards
the Police or security forces and the victims[in most of the incidence
they useally termed as 'Mob'].For first there is normally a commission
of inquiry has been set and when it comes to the victims they usually
bring to the police custody to face several charges framed on them as
we have seen in the incidence of Gurgaon ,sixty agitators are arrested
and in Muthanga the number of arrested people was 300.
For any atrocities
from there side, the State has two answers namely Regret and Judicial
enquery. In case of police or security personal ,the treatment is different.Immidiatly
after any incidence an enquery commission has been formed. the' punishment'[
if at all they convicted and proved guilty] comes in form of transfer,
and that's all. A series of human rights abuses in each and every part
of the globe has met with the same fate.Be it Manorama Devi case of
Manipur,Chittising pora case of Kashmir,recent cold blooded murder of
Brazilian chap London police or Abu Graib prison atrocities....the list
is endless.
As far as India
is concern, every one knows about the 'normal' pace of the court proceedings,
and so all these commissions, needless to say has virtually become black
holes.
It is just impossible
to know the exact number of inquiry commissions , set up, for digging
the truth for one incidence or other for past sixty years in India,
and equally it is impossible to know the recommendations, given by these
Fact finding commissions, forget about the chances of the implication
of the same.
As a matter of fact
these enquiry commissions has proved themselves as 'black Holes'. State
or to be precise the security forces paved the way on which the market
comes, and that is why after every such incidence we are told that for
easy flow of FDI, the action was needed, and any criticism of the action
would adversely affect the FDI flow.
So, better you change
the laws, be a partner of the global order.It is the enquiry commission
for the few, and misery for the rest. Welcome to the New World Order.
